Representing District 133 in Springfield, Melanie Stinnett is filing legislation to amend the Missouri Constitution to “safeguard life, protect healthcare access, and set clear boundaries on medical procedures involving children”.
The legislation would create a wide variety of protections for pregnant woman, and pre-born children. Eliminating “Ability-based” Abortions was top of the list, banning abortions based on prenatal diagnoses that indicate a disability, and prohibiting abortions except in cases of medical emergencies, fetal anomalies, or cases of rape or incest.
The proposed legislation would also guarantee access to healthcare services for miscarriages, ectopic pregnancies, and other medical emergencies, ensuring pregnant women and their babies receive necessary care.
Banning gender transition surgeries on minors was also a large part of the resolution. That ban also extends to cross-sex hormones, and puberty blocking drugs for anyone under the age of 18, with some exceptions for medically verifiable disorders, or rare medical conditions.
Finally, the resolution focuses on holding medical professionals accountable, introducing liability for negligent or intentional harm related to prenatal care, childbirth, and postpartum care including abortion procedures.
The legislation is intended to be put before Missouri voters in the 2026 General Election, or at a special election called by Governor Mike Kehoe.
